If you import into Nigeria, Form M is one of the first documents you will deal with — and one of the most misunderstood. Here is a plain-English explanation of what Form M is, when you need it, and how to avoid the mistakes that delay shipments.
What is Form M?
Form M is a mandatory declaration that every Nigerian importer must complete before goods are shipped. It is submitted electronically through an authorised dealer bank on the Nigeria Single Window / Trade Portal and registers your intended import with the Central Bank of Nigeria (CBN) and the Nigeria Customs Service.
Why does it exist?
Form M lets the government monitor trade, manage foreign exchange, and confirm that goods meet relevant standards before they arrive. It links your transaction to the supplier, the product, the HS code, and the eventual duty assessment.
Valid vs “Not Valid for Forex”
There are two types: Valid for Forex (when you are sourcing foreign exchange through the Nigerian banking system) and Not Valid for Forex (when you fund the import yourself, e.g. from a domiciliary account). Choosing the wrong one is a common and costly error.

- Proforma invoice from your supplier
- Insurance certificate
- Relevant regulatory certificates (NAFDAC, SONCAP/SON, etc.) where applicable
- Your company’s Tax Identification Number (TIN)
How Form M connects to PAAR and clearance
Once your Form M is approved and the final shipping documents are in, Customs uses it to issue the PAAR, which drives valuation and duty. In other words, an accurate Form M is the difference between a smooth clearance and weeks of queries.
